Corporate Overview

SecurDigital, Inc., was incorporated on October 15, 2009, in Delaware as a ”C” corporation. The Executive Team has been working together on security solutions, for four (4) years prior to SecurVoice being developed as a need for one of those projects championed by a member; Steve I. Cooper, former CIO for White House, DHS, The Red Cross, and now the CIO of the Air Traffic Controllers technology modernization division, for the FAA.

Hon. James McKay

 

 

Mr. McKay has over 30 years of government and private sector financial management, audit, and investigative experience. He is currently an independent consultant providing expert services to his former employer, the National Guard Bureau, and GSA IG. As a Senior Manager (director equivalent) in the firm, Williams Adley & Co., LLP. Jim directed the firm’s grant financial and program management line of business. He led the DOT Motor Carrier Safety (grant) program review and quality review of the administration of all Federal motor carrier safety grant programs. Based upon excellent first year work, DOT exercised the contract option year. He is also led the DHS OIG performance review of homeland security (first responder) grants to states and sub-recipients and recently won task orders for three new audits of DHS fire management grants.

His work in grant financial management is extensive, covering 10 years of developing and implementing every aspect of the Office of Justice Programs’ (OJP) thirty billion dollar grant financial management program. During his tenure OJP consistently received unqualified financial statement audit opinions. His work included developing, establishing, and managing OJP’s independently recognized best practice grants financial monitoring program, a top priority of the Attorney General which resulted in actual recovery of over $100 million in the first few years of operation. He also implemented OJP’s accounting system which included web-based grant financial reporting and award winning interfaces to OJP grant program systems. The initial implementation was achieved in an unprecedented 90 days for under $1 million. He directed Regional Grant Financial Management training for recipients, OJP program staff, and OIG investigators. He personally taught grant financial management and grant writing to the nation’s police who attend the FBI National Academy, where his course received the highest Academy ratings for 5 consecutive years. Jim also developed and implemented OJP’s internal and external grant financial management policies and procedures.

As the first Inspector General of the Interstate Commerce Commission, Mr. McKay is expert in all aspects of establishing an Inspector General Operation. Jim has extensive audit and investigative experience in highly visible national cases. He served 7 years as an Inspector General, where his work successfully underwent independent peer review, and audit by GAO. He received his audit training from the Government Accountability Office, Arthur Anderson, and Price Waterhouse.

 

Dr. Cliff Bragdon

 

Dr. Bragdon is the Associate Provost, Dean of the University College and Distinguished Research Professor at Florida Institute of Technology. Previously Dr. Bragdon was Director and Vice-President of the National Aviation and Transportation Center in New York. For 21 years Dr. Bragdon served as Professor, Associate Dean and Associate Vice President at Georgia Institute of Technology, Atlanta, Georgia. Dr. Bragdon while at Georgia Tech was also the Executive Director of AMCEE, a consortium of engineering based universities involved in distance learning including MIT, Stanford University, Purdue University, University of Florida, Arizona State University, among others.

His specialty is the field of transportation, land use/space use, simulation, environmental planning, sustainability, safety and security.  Dr. Bragdon has published five books as well as over 100 articles. In 2008 his next book, Transportation Security, will be published by Elsevier-Academic/Butterworth Press. He lectured widely on these general subjects throughout the world, and has been an invited lecturer and distinguished speaker at over 70 universities (including Harvard, MIT, Columbia University, University of Pennsylvania and the University of North Carolina).

A distinguished professor and researcher he has been a principal investigator on over $60,000,000 of funded contract research, as well as a consultant to over 150 governmental agencies, governors, Congress, Office of the President, the UN, NATO and over 100 major global corporations. Dr. Bragdon completed the intermodal transportation master plan for the Hamptons and he chaired the Transportation Task Force for the Town of Southampton, New York. This innovative work (Southampton Intermodal Transportation Study) has included the development of the first virtual transportation studio established for a local government in the United States. This Envisioning Center in Southampton Town Hall included advanced computer- based graphics using a large plasma screen for viewing virtual 4-D alternative solutions. This virtual envisioning and planning studio is being examined by many governmental entities (local, county, regional and state) as a way to facilitate the design, review, resolution, and decision making process.

 

Major General USAF, Eric Rosborg, (Ret.)

 

Eric has more than 30 years experience in aerospace operations, the majority in leading-edge, high-technology systems and support.  Extensive strategic planning and international security cooperation experience. His background includes global operations and partnership development, multiple leadership successes, including building and leading large organizations in complex overseas operations and developing command and control architectures and intelligence support concepts for key strategic partners.  Eric most recently served as senior United States Defense Official in Turkey. 

Eric has a long list of achievements, to site a few: As US Defense Representative and Chief, Office of Defense Cooperation, Turkey, Eric, directed US Defense Cooperation with key strategic partner and NATO ally, was the Principal Military Advisor to the US Ambassador, conceived /developed US-Turkey “Combined Defense Vision for the 21st Century” in concert with US and Turkish senior defense and foreign affairs staffs, was principal architect of emergent US-Turkey “Vision for Industrial Partnership” and led the analysis which drove Turkish military acquisition of multiple C4ISR systems. As Assistant Deputy Undersecretary, Air Force International Affairs, Eric developed “Air Force Global Engagement Strategy”, core guidance for all engagement initiatives and Foreign Military Sales activities worldwide, directed staff of 200 to manage international programs, including personnel exchanges, R&D cooperation, attaché programs, civilian and military international workforce development and policy, led initial development of Air Force F-16 proposal for India; met with senior Indian defense officials; led F-16 negotiations with Pakistan, was the Senior military representative to US-Australia Joint Committee on Research, Development and Acquisition; developed roadmap for cooperation and was the US Principal Representative to the Multi-National F-16 Fighter Consortium.
